

Wisconsin has a law banning marriage equality and civil unions but on June 29th, 2009 Governor Jim Doyle Signed a legislation (the State Budget) that included coverages for same-sex partners involved in long-term relationships. This move makes Wisconsin the first state to enact domestic partnership when there is an existing DOMA law on the books with a constitutional amendment banning marriage equality and civil unions.
According to Fair Wisconsin:
“Today’s victory makes Wisconsin the first state in the nation with an existing constitutional amendment banning marriage equality and civil unions to enact domestic partnerships. The bill grants important protections to same-sex couples in caring, committed relationships, including hospital visitation, end-of-life decision making, and the ability to take Family Medical Leave to care for a sick or injured partner. This makes Wisconsin the first state in the Midwest to legislatively enact protections for same-sex couples – putting the state whose motto is “Forward” back on a progressive track towards full equality.”
We are very proud of what Wisconsin’s Governor Doyle has done in his states with the limitations that are on him with the DOMA laws in place. If more states would take this baby step toward equality, it would make it easier for the DOMA laws to be stricken from the record books.
It is just a shame that President Obama doesn’t take a lead like Governor Doyle did and start with the small steps to gain the larger one of total marriage equality.
